I Need Bah-cop

AITOOW sees alot more congregations of cop cars at traffic stops? Is this because they travel alone now? Is it because they have hired women and other physically incapable officers who can't defend themselves? Is it to have a witness? Is it because they aren't encouraged to use their firearms? Do they not have enough work to do? A union/payback thing? Blind fear?
