Aside from those who choose based on who offers the most stuff, people select a system of governance based on which system includes the most people who look like them. This is why women and minorities and the poor believe government should be entrusted with power. They see people like themselves in charge and included in that dynamic. It is comforting. It makes them think they could thrive in that sort of system. Whereas they see a harder path to inclusion in the private sector. The reverse is true for non-minorities and men (although to a lesser extent).
