AITOOW wonders what they mean when they say only 20% of Puerto Rico has power? Is it 20% of people? 20% of homes? 20% of the total area of the island? How do they measure power? Continual, uninterrupted? The one thing I do know is that the tabloid media will use the measure that makes it seem the most egregious. So, I'd wager it is land area. And it's not like every inch of land was populated before the storm.
